Et pour comparer, il est n\u00e9cessaire de s\u2019appuyer sur des <strong>crit\u00e8res partag\u00e9s<\/strong>.<\/p><p>Dans de nombreuses organisations, ces crit\u00e8res existent de mani\u00e8re implicite, mais ne sont <strong>ni formalis\u00e9s ni align\u00e9s entre les parties prenantes<\/strong>. Chaque projet est alors d\u00e9fendu selon ses propres arguments, ce qui rend les arbitrages plus longs et plus contest\u00e9s.<\/p><p>\u00c0 l\u2019inverse, les d\u00e9marches les plus structur\u00e9es reposent sur une <strong>grille de lecture commune<\/strong>. Chaque initiative est suivie individuellement, sans r\u00e9elle mise en perspective avec les autres.<\/p><p>Cette approche limite fortement la capacit\u00e9 \u00e0 prioriser. Sans vision d\u2019ensemble, il devient difficile de comparer les projets, d\u2019identifier les d\u00e9s\u00e9quilibres ou d\u2019arbitrer efficacement.<\/p><p>\u00c0 l\u2019inverse, <strong>une approche portefeuille permet de structurer les d\u00e9cisions et d\u2019apporter de la coh\u00e9rence<\/strong>. Dans la pratique, les <strong>entreprises doivent arbitrer dans un contexte contraint<\/strong> :<\/p><ul><li>Budgets limit\u00e9s<\/li><li>Comp\u00e9tences rares<\/li><li>Capacit\u00e9s de d\u00e9veloppement finies<\/li><\/ul><p>Cette r\u00e9alit\u00e9 impose de faire des choix. Pourtant, ces arbitrages sont souvent difficiles \u00e0 formaliser, ce qui conduit \u00e0 maintenir trop de projets en parall\u00e8le.
