The Standardized monthly business reporting (CRM) is a report issued to employers by the social security bodies in response to DSNs received that contain anomalies.

From DSN transmission to CRM...
All DSN recipient organizations (e.g. CNAV, AGIRC-ARRCO, schemes managed by Caisse des Dépôts) transmit the results of their checks for completeness, conformity and consistency data collection agencies (URSSAF, MSA).
Employers are informed of results via a standardized monthly CRM.
Employers must correct them within a timeframe close to the last reporting deadline, on pain of penalties.
CRM standardization
The NEOReS standard is optimized exchange standard for returns organizations receiving DSN data to employers and their payroll solutions.
Its aim is to make it easier to correct and update Payroll data, by ensuring that employers and/or software publishers take full ownership of their data via a single format (with a clear structure and purpose).
In other words, the aim is to make it easier for employers to correct any discrepancies noted by the organizations upon receipt of DSN data.
Ultimately, the aim is to enable employers to automatically process corrections in their payroll software.
This standardization of returns only concerns transmissions from a social protection organization (SPO) to the declarant in the global DSN context.
Not included:
- Feedback on the pre-acceptance phase (CCO, BAN and acknowledgement of receipt by business IS),
- PASRAU returns.
Content of standardized monthly CRMs
The content of standardized monthly CRMs is defined by article R.133-13 of the French Social Security Code.
The CRM made available to the employer each month includes :
- Anomalies detected by recipient organizations in the previous DSN,
- But also those found in previous DSNs that have not been corrected.
It should be noted that from a date set by decree and no later than 1er On January 1, 2028, the rates for the AT/MP contribution and the mobility payment will also be uploaded via these CRMs.
The 3 types of standardized CRM
Accessible via the net-entreprises.fr and via your payroll software, to improve the quality of DSN data.
- URSSAF standardized CRM
Since February 2023 :
- Report 119, sent H+4 after the DSN has been filed
- Report 120, sent on D+5 of the DSN deadline
- CRM Identity
Since June 2023, the "identity report" has supplemented the standardized returns from URSSAF and MSA by proposing improved identification data for declared individuals (cf. instruction sheet 2627).
The quality of this data is central to safeguarding your employees' rights.
- MSA standardized CRM
Since July 2024, the MSA has been integrating the standardized CRM system with a first batch of standardized controls (CRM 130, transmitted no later than D+1 of the DSN filing).
Note that they only concern data for the current period, and do not take into account previous periods, such as the standardized URSSAF CRMs.
In practice
Until December 31, 2027, the public authorities have given collection agencies the option of "notifying" anomalies by any means.
Only from 2028 onwards will returns to employers be made via a standardized CRM.
To date, monthly DSNs and event reports are sent to organizations to enable them to carry out their business on the basis of the data contained in these declarations.
To this end, each organization integrates the elements transmitted into its system and analyzes the consistency of the data transmitted in order to guarantee its reliability.
Following this analysis, each organization that receives your DSNs provides you with a "business report" (or non-standardized CRM) on your dashboard, detailing any anomalies.
