PCP WISE Call for Tenders: Driving Innovation in Water Management Across Europe
The PCP WISE Public Buyers Group has launched its call for tenders on 5 September 2025 to co-develop next-generation water intelligence solutions using Earth Observation (EO). Supported by the Horizon Europe program, this initiative aims to turn cutting-edge research into practical tools for cities, water agencies, and European communities.
Addressing Climate Challenges
With climate change increasing the frequency of droughts, floods, and wildfires, PCP WISE fosters collaboration between public authorities, end-users, and private innovators.The goal is to create EO-powered solutions to monitor the Soil-Water-Vegetation (SWV) system and mitigate environmental crises.
Five Critical Use Cases
The call targets five key challenges:
- Urban Drought (North-West Europe): Managing water shortages and climate adaptation.
- Urban Water Excess (East-North Europe): Real-time flood monitoring and stormwater management.
- Rural Drought (North-West and East Europe): Wildfire prediction, soil moisture tracking, and precision irrigation.
- Rural Drought/Flooding (South Europe): Seasonal water allocation and flood prevention.
- Rural Drought/Flooding (North Europe): Mitigating groundwater fluctuations, land subsidence, and underground fires.

A Three-Phase Procurement Process
Led by Het Waterschapshuis (Netherlands), the project unfolds in three competitive phases:

Key Dates
- 5 September 2025 : Publication of the contract notice and tender documents.
- 15 September 2025 & 11 November 2025: Info webinars (registration via the PCP WISE community platform).
- 24 October 2025: Deadline for submitting questions via e-procurement platform.
- 7 January 2026 (17:00 CET): Deadline for bid submissions.
- 2 March 2026: Contract signing with selected suppliers.
