A changing context for transition
With 7 out of 9 planetary boundaries exceeded, recent developments in global and European governance of sustainable development paint a mixed picture. The COP30, held in Belém, concluded with a final text without mentioning fossil fuels and a postponement until 2035 of the tripling of funding dedicated to adaptation. Several technical advances have been recorded, but the agreement reflects a compromise reached at the end of negotiations. At the same time, in the European Parliament, discussions around the Green Deal and the regulatory package « Omnibus » led to a revision of certain initial requirements of the directives. CSRD and CS3D : adjusted eligibility thresholds, revised obligations, redefined scopes. These developments reduce the scope of mechanisms designed to enhance non-financial transparency and the management of environmental and social impacts.
These developments are fueling a sense of uncertainty among many economic actors, even as societal expectations for transition remain high.

Opinion polls show continued demand for action on environmental and social issues:
- 91% of French people associate the increase in extreme weather events with climate change.
- 78 % want to reduce pesticide use.
- 87 % supports the goal of zero net land conversion.
- 76 % wish to maintain MaPrimeRénov’.
- Three out of four French people are in favor of making public aid conditional on social and environmental commitments.
